Enrollment in Managed Care Plan is Optional for HCBS Waiver Enrollees
 
 

The standard annual open enrollment letter that went out on Nov 17 reads that individuals must enroll in a managed care plan, but it doesn’t clarify that it is optional for HCBS waiver enrollees until the back page of the letter. 

 

The following information came from Ohio Association of County Boards via Roxanne Richardson, section chief, Medicaid Managed Care Policy at the Ohio Department of Medicaid:

 

Individuals enrolled in an HCBS waiver administered by the Ohio Department of Developmental Disabilities received an initial notification in October from the Ohio Department of Medicaid (ODM) informing them of the opportunity to voluntarily enroll in managed care beginning January 2017.  Subsequently, the standard annual open enrollment letter went out November 17 to all eligible populations indicating individuals must enroll in a managed care plan. However, if you notice on page 2 (question #2) of that letter, it indicates individuals receiving waiver services from the Ohio Department of Developmental Disabilities remain voluntary.  We understand this was confusing and apologize if parts of the letter were somewhat misleading. Please see the attached FAQ for further clarification.”
